The Soleimani Strike: The Politics of War Powers

Dr. Sarah Burns, an associate professor of political science at Rochester Institute of Technology, will give a lecture on the U.S. killing of general Qassam Soleimani in January 2020 in context. Dr. Burns will build on the insights and theory from her most recent book, “The Politics of War Powers: The Theory and History of Presidential Unilateralism,” which traces the shift of war-making power from Congress to the executive branch over the course of American history. She will make the argument that the Congressional efforts to try to limit President Trump’s unilateral authority in the aftermath of the Soleimani strike are band-aid solutions in the face of this deep-rooted problem. What, if anything, can we do to stop the Congress from giving away all its war powers? Why should the American people care?
